Description
An error was occurred during POW-mining in IMA Agent
Version: ima:2.1.0-beta.2

Step to reproduce

• Drain node wallet to 0
• Send any message(ex: S2S transfer) when active frame will on node with 0 balance
  OR
• Run node rotation
• Send any message(ex: S2S transfer) when active frame will on the new node with 0 balance

Expected result
IMA Agent successful perform POW-mining for processing message

Actual result

As result message will not pass from this node, i.e 30 min frame stuck
