S2M transfers work unstable

Describe the bug
The issue isnt always reproducible, but sometimes happens. Its necessary to investigate the root cause and add some informative message for user in such case.

To Reproduce
Steps to reproduce the behavior:

Create S(Europa hub)2M transfer
Choose any amount of tokens (erc20)
Click on Transfer
See error

The problem is connected with messages rate limit which is set on the contract (it's 5 min on Legacy network). So you can send only one S2M transfer during this time.
Now informative message is displayed in case of Exceeding this limit.
