Add rule and option documentation

Adding documentation as markdown in the repo leaves the door open for using the content in a static website some point in the future.

Adding a README.md alongside the rule file could be a nice approach, like this https://github.com/stylelint/stylelint/tree/master/lib/rules/at-rule-blacklist
