CI: Add allow_failure to PEP8 check job

We often have CI builds fail due to PEP8 checks. I'd prefer this to be a job that can raise warnings but doesn't otherwise break a build. See: https://docs.travis-ci.com/user/customizing-the-build#rows-that-are-allowed-to-fail
