Admin page in WPMS mode + diff BP installation types

A few people have already commented they do not have the default data page appearing under 'Tools', I just wanted to add I have the same problem on a clean install of WP 4.4.1
Other plugins installed so far:
bbPress
BuddyPress
BuddyPress Default Data
WordPress Importer
