Bring any service using lcls-tools inline with changes

the lcls-tools package has undergone some reorganisation: slaclab/lcls-tools@4d0212a

Any services that utilize this package should be changed to be in-line with those new updates.

Only affected services are sc_rf_service and sc_magnet_service for which the lcls_tools.superconducting submodule has not changed
