Add tracking for certain commands

Is your feature request related to a problem? Please describe.
As a server owner, I would like to be able to see how often certain commands are used to see how popular other plugins are with my players.

Describe the solution you'd like
A configuration where I can enter a parent command (so for something like WorldGuard, any command like /region) or a specific command (i.e. /region info), and the plugin will track the count and date of its use.
