Timeout for next turn functionality, these waiting times are getting CRAZY!

Add a timeout between turns in order to allow the bot to reassign a turn. Also add weight to players who have not yet written part of the story. (Verify possibility of endless loop by assigning a turn to an inactive player, perhaps adding a kick functionality.
