Conflict in the description of labels in the paper and in actuality

Hi, I was going through the paper in order to get a better understanding of the labels file. It was mentioned that each video sequence is sliced into 100 frames and the accidents actually occur in the last 10 frames. But that is not definitely the case, in the labels from the 1st frame the accident column is labelled 1 although the accident is to occur at 67th frame (for example). Let me know if I am misinterpreting something in the paper. It would help out alot. Thanks.
