Controller API

On the official API documentation web page it is assumed the existence of a Controller API. However, I am not able to find more documentation or information about this API nor obtain any service that seems to correspond to it with the minimal deployment flavor (kubectl get services --all-namespaces). Therefore, if someone could give me some information about this subject I would be very thankful.
