Manually test uploadAttachment limits for heroku instance.

Inspired by Vlad's comment here. We should manually stress test what the heroku instance can reasonably handle w/r/t attachment uploads. Test should focus on the product of #files x file size. Results of these tests should inform the upload contstants found in src/lib/attachmentUploadHelpers.tsx

Vlad says this testing has been done manually, and has a record of the results. Definitely the upload-cap is around 50MB; the file# is either 10 or 20.
