Submenu is not disabled while vehicle is moving

It seems that on Manticore, the user can still go to the submenus when driver distraction is ON. The user should not be able to see the submenus while driving and should see a message like “Disabled for your safety”. That same test works well on Core/sdl_hmi but not on Manticore
