Save button still visible in Safari with an empty name field for consumer messages and functional groups

Bug Report

When creating a new consumer message or functional group, the save button should not be visible unless the name field is not empty. In Safari, the button is always visible.

Reproduction Steps

1. Open the policy server UI in a Safari browser window.
2. Try to create a new consumer message or functional group, but do not provide a name.

Expected Behavior

The save button should not be visible.

Observed Behavior

The save button is visible and clickable.
