Hot Reloading not Working on Policy Server

Bug Report

Currently the Policy Server can be run in dev mode, but edits to the webpages are not detected and updated properly, and running the build command is required to have the changes be present. This only affects development of the Policy Server front-end.

Reproduction Steps
  1. Make changes in the /src folder Vue components
  2. Run in dev mode
Expected Behavior

The pages edited show their changes in the browser

Observed Behavior

The pages edited do not show their changes in the browser
