Cannot delete empty consumer message object

Bug Report

Attempting to mark a consumer message with nothing defined but en-us with empty text fields as deleted fails

Reproduction Steps

1. Create a new consumer message
2. Define a name for it and nothing else
3. Save
4. Go back to the consumer message and attempt to delete it

Expected Behavior

The consumer message is removed from staging

Observed Behavior

The consumer message stays and a 400 error is returned for the delete request

OS, Browser & Version Information

Firefox and Safari has this issue. Likely Chrome too. Version 3.0.1 Policy Server.
