Publish normal release builds to NPM registry

When building a normal release, the build should be automatically published to NPM after "Build Artifacts" stage steps have completed successfully, tagged as @latest.

Depends upon:

• #6 Pre-release publishing to NPM
• #7 Normal release identifier
