Relax a bit the package version in .cabal generated during scaffolding

Hi all,

long time no chat! I have installed the new snap 0.11 to play around with some ideas, but the scaffolding keeps generating a cabal manifest a bit too restrictive, forcing us to install also snap 0.10, causing 0.11 to be broken.

I've checked, and the master repo is updated (go inside project_template/default/foo.cabal), so probably it's just a matter of pushing the updated package on hackage :)

Hi Doug, I've updated the initial post because apparently the right behaviour is already there (I assume foo.cabal is the cabal manifest used during a plain "snap init", correct me if I'm wrong), but seems that the fetched version from hackage is slightly outdated, so probably it's as simple as redeploying on Hackage (you can prove this manually downloading the tar.gz from hackage and peeking inside it)

Oh, that's right. I did get a patch for this already. I should be releasing this shortly.
