Fix timer flakey specs

GitHub Actions, especially on macos, has very bad latency. We need to extend the timer quantum to help tests pass, or stop depending on durations.

I've reduced the number of tests to only test macos with 2.7 and this so far seems to have less chance of failure.

I've improved the robustness in the tests.
