New block : Notice Woocommerce

Describe the feature you'd like to see included in Oxygen.
A notice is an information banner added by Woocommerce during an event:
- Adding a product to the cart
- Removal of a product from the shopping cart
- Missing information in the checkout
Currently, Oxygen Woocommerce only allows us to choose the color of notification messages (setting->Woocommerce->Notification).
A dedicated "Woocommerce notice" block would allow us to style the information banner, choose its padding and select its location in the templates.
Depending on the template we build, its location may need to be changed. Exemple, for me : the cart and the checkout is one the same page.
Bonus: it would be even better if each notice could be styled by choosing its own icons.
