[anchor] empty project vs hello world

when generating a new app, it is unclear of how to get an empty anchor project

multiple people have said the "hello world" is not clear to them. they then select "none" and no anchor related output is generated

suggested actions:

• update the "hello world" anchor template label to be more clear like "empty anchor program"
• update the "none" label to be something like "do not include anchor"
