[Admin] Integrate i18n-tasks with the new admin

We're using i18n-tasks in core & the api to help us find missing, unused, etc. i18n tasks. We should do the same in the new admin, but we need to tweak it to acknowledge translations defined within the app/components directory and how their keys are resolved locally.
