Does Cumo work on Windows?

Hello!

One of the two deep-learning libraries that uses Numo/Cumo, ruby-dnn, was created by @unagiootoro on Windows. I think ruby-dnn is a very interesting project.
However, support for GPUs is not yet sufficient.

The author says he wants to use Cumo on Windows.
Is there a way to use Cumo on Windows?

Any tips are welcome. Thank you.
