Switch to newer build environment

The windows environment for GitHub Actions is currently fixed to the 2019 server version. Now that the 2022 environment has been released, make sure we update before its predecessor becomes unavailable.

When at it, should also
- build with Python 3.11 (https://gdevops.gitlab.io/tuto_python/versions/3.11.0/releases/releases.html)
- build with PyInstaller 5.x
- update sqlite

It seems simpleaudio doesn't support Python versions beyond 3.9, this should be replaced by a maintained lib, e.g. https://people.csail.mit.edu/hubert/pyaudio/ looks promising
