Some ideas for rules modifications, based on previous room meetings

• Rules should be changed to highlight that we don't approve of solicitations. Maybe link to Careers.SO or one of the freelancing pages.
• Add something about proper english and txt spk.
• Maybe also want to put something about trashing messages in there
