Clean up dead branches

The repository has a lot of branches that have not been deleted yet, be it because they are intermediate branches part of a larger PR (thus not automatically deleted), or simply just stale. We should try to eliminate these as much as possible.

I've gone and deleted stale branches that have corresponding merged PRs. I'll let Lee Yi decide what to do for his branches that don't have PRs.
What's a good way to handle the remaining stale branches? Some have closed PRs, others don't have associated PRs. Are they safe to delete?
