Add testing workflow

The test should build the container, and then provide various parameter grids to test different kinds of cases. Although this doesn’t perfectly mirror GitHub actions, it will give us some confidence that things are working! I will do this, @Beanow I’ll likely ping you for a review, and @wchargin I’ll update you when it’s ready for your branch as well.
