Feature Request: Windows Platform support

Would be awesome.
@tas50 I may take a swing at this in the coming months. We use a custom resource to deploy on Windows today, but as we look to move the platform over to Linux I'd like to consolidate on utilizing this cookbook.
tomcat_install looks pretty straightforward, tomcat_service will likely be a bit more interesting.
So we run Tomcat via Apache Commons Daemon Procrun on Windows today. We were planning to run it via jsvc on Linux.
That kind of complicates where the cookbook could come in since it doesn't run via jsvc today, and the fact that Apache don't distribute pre-compiled jsvc binaries would make adding support for it somewhat kludgy.
