Add configuration for offset

It would be beneficial to have a setting where you can determine the pixel offset of the cursors for use with resource packs. I do not think the default cursor is actually centered, it seems like it is 2-3 pixels too high.

This will be coming in the next update. Should have it out today for all versions.
