I have a lot of problems with keyboard layouts

When I compile, whatever keyboard layout I try, some characters never seem to work. For example, the double quote, the slash and the backslash never work. Is the keyboard layout supposed to be the computer you use the payload on? The more I get into this layout thing, the more confused I get. Oh and I also tried modifying .properties files and using them with the -l parameter but it didn't help either.
