Move numpydoc to [docs] extra

Currently numpydoc is listed in install_requires, but it is not a runtime dependency of pysiaf. It only gets used to generate the docs. So it should be moved to the [docs] extra so it doesn't need to be installed by end users who are not planning on building the docs.
