TX-ORI program ID

@Rplesha TX-ORI is not showing up as having a PID in the target tables because it is listed as V-TX-ORI in the preferred names CSV. @wfischer-stsci previously said either name is ok. Could we just change the name from TX-ORI to V-TX-ORI? Wanted to double check before doing this, in case it breaks something.

@charlesrp needs to fix the name to V-TX-ORI in the phase 2 as well as making sure that all of the other names are consistent with the preferred names that Will put together. The preferred names list shouldn't be changed, this is a problem in the APT files.

Got it. This seems to be a somewhat urgent issue since the target is scheduled for observation in the Nov-Dec timeframe. @charlesrp can we get the ball rolling on updating the phase 2? Right now the target is not showing up with an associated PID at all.

I resubmitted a few minutes ago with the name changed to "V-TX-ORI". The updated apt file is on the Box site, but it will may be a few hours before it gets processed and propagates to the program information page, and it might be later this week before the LRP reports reflect the new name.

My first attempt changed the APT target name, but I forgot to change the name as listed in the "tstatus" and "vstatus" lines. I've now fixed that in the box version.
