Satellite transition to 2018

• Add captcha to google form
• Add captcha to user-submitted event on NB (right now, we have to make webpages for hosts because of spam)
• Remove process for recruiting potential hosts from /satellite page form (form can stay - but auto-reply email should not tell them to expect a further email, but give them all the links they need, and direct them directly to the Plan form)
• Remove RIO reports as an option (what do you think @JosephMcArthur?) - no one has submitted and now it feels strange just to let one person submit if the rest of the collection is empty.
