config.php shows NULL?

OS: Windows 10E x64 1709 FCU
PHP: PHP 7.2.1 (cli) (built: Jan 4 2018 04:00:18) ( NTS MSVC15 (Visual C++ 2017) x64 )

So I cloned the repo, and used composer to build the app, that all went great. (log below)

however, when I open the config file, it looks like this:

NULL NULL NULL NULL NULL

uptime-app

So, I then copied and pasted the config contents from the repo to overwrite the NULL stuff.
I inputted my slack webhook, but when I try to CREATE, I get this:
