Template match should only match exact template

Template match will report a match even if other text is added before or after the selection. In some cases this will not be avoidable if the beginning or end is a multi-character match. However, licenses where additional text has been appended should properly report this.

For example, ANTLR-PD has appended some text which but is treated like a template match.
