Integrate CSI Sanity tool into CI/CD

The CSI Sanity tool tests a CSI driver for conformance to the CSI specification. This tool has been useful while developing this driver. It would be nice to get it wired up to the CI/CD pipeline to assert conformance as the driver is maintained.

Re-opening once the CSI sanity tool gets better support for inline volume CSI drivers.
