The IPNs fail to process due to this. Can verify that the memo field in the POST dump is 308 characters long.

And it still says 255, so might be worth contacting Paypal about it?

I have a ticket in with Paypal, they told me that the memo field is supposed to be limited to that length so they're going to investigate the transactions in question. I'll let you know when I hear more.

They've been diligently emailing me every two weeks to let me know that the engineers are still "investigating", so I'm not sure what to expect at this point.
