Kholdstare/Mothula hard lock

Console or Emulator: snes9x-1.60 on win64, Bizhawk 2.3.1 (core unknown), SNES Classic, Super NT with SD2SNES.
Settings: Happens on regular open/standard seeds
Description of problem: Some folks have been experiencing an occasional hard lock after dropping into the Mothula or Kholdstare rooms. Several reports are linked below with clips, the most recent being a rom generated July 26 2020. Additionally, the Ice Palace floor counter seems to consistently display B7 when this occurs.
