Description of problem:
Pedestal game. One of the pendants (Pendant of Wisdom in Thieves' Town) guarded by Trinexx. Fire Rod in Tower of Hera big chest. Tower of Hera Big Key in Ganon's Tower. Ganon's Tower inaccessible; Tower of Hera is a crystal dungeon, this is a 7-crystal Ganon's Tower game, and Tower of Hera can't be completed without Big Key.
The Fire Rod is in Tower of Hera Big Key Chest, not Big Chest. The Big Key Chest is behind the keydoor in the basement, where you have to light all the torches to make the chest appear. The needed Key can be found in Paradox Cave on East Death Mountain.
