Update PhpCsFixer support for PHP 8.2

Get rid of PHP_CS_FIXER_IGNORE_ENV =1 in php-cs-fixer ci test.
PHP-CS-Fixer will need to be updated for usage on PHP 8.2, which is not yet the case. The change will become visible in this file.
This has no effect on the actual behaviour of the library. It's just for devs :)
