remove localeapp reference

Sadly (for me) looks like spree_i18n is not using localeapp anymore for translation management.
If this is official please remove reference from the guides (and delete the localeapp project).

I have heard rumours that localeapp would be supporting branches in the near future. I will remove the reference from the README now until we switch back to localeapp.
