Upgrade MongoDB 8 build to Java.next

Java 23 doesn't ship as jammy, so we need to switch to the noble release. MongoDB 7 doesn't provide packages for noble therefore we're switching the Mongo 7 Java.next build step to Java.main and upgrade to Java 23 with Mongo 8.
