TwitterAdsLineItemApiImpl.getAllLineItems() parameters marked as Optional they are not

The method TwitterAdsLineItemApiImpl.getAllLineItems() has a few parameters marked as Optional, but when passing null values you get a NullPointerException.

Hey @lpereirafernandez thank you for pointing this out, we will quickly go over the issues you've raised over this week and fix as many as possible, we would be rolling out a major release in a couple of weeks (adding media support) but i'll see if we can send a small push for these items beforehand
