Add custom_vote option

Start a vote on a set list of movies that have been suggested, instead of the randomly selected one. comma separated list, so something like m!custom_vote movie one, movie two, movie 3 so we can have specific asked for movies be voted on. Will not be subject to the number of movies to select option, but will be subject to the total # of votes allowed.
