Bot detecting votes if it is offline

This is an idea which would require issue #29 to be resolved. If the vote reactions get removed after being counted, we can use that fact to detect if someone votes while the bot is offline for whatever reason. When re-activated, the bot would, if possible, check to see if there are more than 1 reactions to any of the options. If so, we can notify the issuers of the extra reactions that their votes couldn't be counted, and that they need to redo their votes.
