use traffic-rate in/out-bps for bitrate calculation

currently we used rate function over in/out bytes to calculate traffic bitrate for interfaces
an easier (better?) way is to use in/out-bps direct measurement as shown here srl-labs/opergroup-lab@6a1ea9b

I think the embedded counter has 10s granularity and that may be not granular enough for quick testing

nah, seems okay for 10s test with 200kbps target bitrate
