Notify users of upcoming deadline

Enhance INLOOP via the browser notification API to notify users for example 10, 5 and 1 minutes before the submission deadline. Users can enable/disable this in their browsers. The current setting should be checked after login and on the profile page, with a small instruction on how to re-enable it, because it is easy to forget/oversee if it has been disabled in the past.
