Don't display Add Proposal UI unless viewer has rights to do so

Not sure how to determine ownership of a given repo; might be only one user per repo and check that.

Currently using same logic as Add Project: only showing UI if viewer is a member of the open-redist org.

@waldoj and @ericsoco talked about this. We'll just let Add Proposal functionality be available to all authed users -- if you're signed in at all, the button appears. Add Project functionality will remain available only to members of open-redist.

This applies to adding proposal revisions as well.
