Also receiving the same error. Found that it will only publish if I use the Photos collection in the Google Photos Publishing Service and even then it uploads about 50 then throws the error above.
Exactly the same issue with @absolution with the same error. I start to wonder if the problems is on Google's end.
Issue appears to be caused by the token not refreshing and expiring after 1 hour. Log file attached. Upload started at 1:00:00.

I don't think there's anything to be done here. This plugin is built with the PicasaWeb API which Google is removing support for without a Google Photos replacement. Below is a Feb 1 announcement from the API develops forum:
Hi all,
This morning we announced an important update to Picasa that will take place over the coming months.
As part of this update, the Picasa Web Albums Data API will still support most functions, including reading photos, reading albums, reading photos in albums, and uploading new photos. Although these operations will continue to be supported and the protocol will remain the same, the content included in the responses and the operation behavior may change.
But, beginning on May 1, 2016, we’ll start rolling out changes to the API and no longer support the following functionality:
Flash support
Community search
Mutation operations other than uploads
All support for tags, comments, and contacts
We'll update the documentation on this site with specifics on the changes in March.
Thanks,
The Picasa Team
