Add the ability to upload custom LUInet models

For the time being, we will not be training models or include third-party skills in the trained models, unless submitted via PR to thingpedia-common-devices.
To make custom skills useful though (beyond testing and following tutorials) we can let people upload new trained LUInet models and offer to serve them.
