Switch docs build to the `latest` image for Read the Docs

The docs use Python 3.9 to build. Read The Docs uses different Docker containers, and Python 3.9 is currently only available in the testing image.
This issue is a reminder to occasionally check https://github.com/readthedocs/readthedocs-docker-images, and switch the docs to the latest image once it is safe to do so.
